LE PREMIER COAS CONFORME EST ATTRIBUÉ À UNE COMPAGNIE QUÉBÉCOISE

Le premier COAS conforme a été délivré par Transports Canada à une compagnie québécoise. Le 17 novembre 2017, la firme Arpentage Parleciel de New Richmond en Gaspésie a reçu le premier Certificat d’opérations aériennes spécialisées pour exploitant conforme. Ce type de COAS, plus permissif que les types complexes et limités, permet à la compagnie d’opérer sur presque tout le territoire canadien sans avoir à fournir d’avis de vol à Transports Canada. Arpentage Parleciel est une des premières compagnies, sinon la première, à obtenir un COAS conforme valide dans toutes les provinces et territoires du Canada. Afin d’obtenir ce certificat, la compagnie a atteint les critères de conformité sur trois volets: l’appareil, les pilotes et les manuels et procédures.

Au niveau de l’appareil, Arpentage Parleciel a choisi le Infinitejib Surveyor 630. Cet appareil conçu en Ontario pour l’acquisition de données techniques figure sur la liste des véhicules aériens non habités conformes depuis mai 2016. Ses 6 moteurs disposés en configuration en "Y" lui permettent de soulever des charges allant jusqu’à 4 kg dans des conditions de vents pouvant souffler en rafale jusqu’à 80 km/h. La grande stabilité du Surveyor 630 en fait un bon candidat pour les opérations d’arpentage.

Question formation, tous les pilotes de la compagnie ont suivi les formations offertes par Spectral Aviation. Basées sur la publication TP15263 de Transports Canada, ces formations ont permis aux employés d’Arpentage Parleciel d’obtenir le niveau de connaissance requis pour satisfaire les critères de qualification et d’en convaincre l’organisme d’aviation civile canadienne.

Concernant la mise sur pied des procédures, l’entreprise gaspésienne a fait, dès le départ, appel à l’expertise de l’équipe de Spectral Aviation afin de les conseiller et les épauler dans l’élaboration d’un manuel contenant des procédures qui répondent aux critères d’un exploitant de petits UAV conformes. Ces critères étant énoncés dans l’IP 623-001 de Transports Canada. Arpentage Parleciel a conséquemment opéré pendant plusieurs années sous les conditions de COAS complexes et ainsi démontré leur haut degré de professionnalisme et leur aptitude à effectuer des opérations sécuritaires.

Contrairement aux incidents récents, lors desquels des UAV ont effectué des manœuvres dangereuses près d’aéronefs habités, il est rassurant de voir de plus en plus de compagnies soucieuses de s’intégrer de manière sécuritaire dans l’espace aérien canadien. Il est aussi agréable de voir que ces compagnies visant la conformité se verront accorder plus de libertés de la part de Transports Canada.

THE FIRST COMPLIANT SFOC ISSUED IN QUEBEC

Transport Canada issued the first compliant operator SFOC to a company based in the province of Quebec.

On November 17, Arpentage Parleciel, a land survey firm based in New Richmond, Qc, received the first compliant operator Special Flight Operations Certificate. This type of SFOC, less restrictive than a complex or simplified operator type, allow the company to fly almost anywhere in Canada without prior notification to Transport Canada. Arpentage Parleciel becomes one of the first companies, if not the first company, to obtain a compliant SFOC covering all Canadian provinces and territories. Applying to this SFOC required Arpentage Parleciel to prove their compliance on three major criteria: UAV, pilot qualifications and manuals and procedures.

In the present case, the company chose the Infinitejib Surveyor 630. This UAV designed in Ontario for technical data acquisition is listed on the compliant UAV list since May 2016. Its 6 motors in a "Y" configuration enable the aircraft to lift loads up to 4 kg in winds gusting up to 80 km/h. The stability of the Surveyor 630 is making that UAV suitable for professional land surveying operations.

As for training, all the pilots of the company were trained by Spectral Aviation. Based on Transport Canada’s TP15263, the courses allowed Arpentage Parleciel’s employee to gain the required level of knowledge. The certificate provided by the training organization then enabled the New Richmond company to show a solid proof of qualification to the civil aviation regulation body.

Regarding the development of procedures, the New Richmond based company called on the expertise of Spectral Aviation’s team in order to advise and guide them for the writing of an operations manual containing procedures to meet the requirements of a compliant small UAV operator as stated in the SI 623-001. It was then possible for Arpentage Parleciel to operate for several years under the conditions of complex operator SFOC and thus show their high degree of professionalism and their aptitude to carry out safe operations.

Unlike recent incidents involving UAVs being flown dangerously close to manned aircraft, it is encouraging to see companies increasingly concerned about their safe integration to the Canadian airspace and, while aiming for compliancy, being granted more operational freedom by Transport Canada.
